Here a greavence against some other user or admin or whatever can be discussed and judged by some suitable person who will be expected to hear the case from each side and make a judgement saying why etc.

The exact process needs to be discussed but it might include say a £10 payment by the person demanding the hearing and if they win they get the £10 back plus a £10 from the loser or some thing.

Please put forward how you would like this sort of thing to work. I do noty want to silence people for doing stuff I don't like wihout them being able to argue their case and say why they are justified in doing so.
